Puzzling public art

Seen on the corner of Holyoke and Mt. Auburn streets, across from the Office for the Arts' headquarters: this bit of public art, an oversized jigsaw puzzle piece painted in a jazzy pattern and bolted to a street sign.

Is the artist "puzzled" about the jumble of arrows and parking commands on the street signs? Making a statement about negative space? Plugging the next Saw movie? Or just showing off a newly acquired Black & Decker 5.0 Variable Speed Orbital Jigsaw?
